"The Japan Aerospace Exploration Agency's (JAXA) HTV-4 Transfer Vehicle launched from the Tanegashima Space Center in Japan for a rendezvous with the International Space Station.

Once there, the HTV-4 will deliver 3.6 tons of dry cargo, water, experiments and spare parts to the International Space Station. Unlike a Russian Progress vehicle which docks automatically, the HTV-4 will be captured by the Canadarm2 and berthed to the Harmony module. The cargo spacecraft will be commanded to fly within about 40 feet and then hold where Flight Engineer Karen Nyberg will operate the Canadarm2 during the approach and rendezvous of the space stations latest visitor."

Victim in fatal California boardwalk hit-run identified as Italian woman on honeymoon; suspect arrested

A California man was held on suspicion of murder after a car plowed through Los Angeles' popular Venice Beach boardwalk Saturday night, killing a young Italian woman in the U.S. for her honeymoon and injuring 11 other people, authorities said Sunday.

Police said Nathan Louis Campbell, 38, of Los Angeles, was being held on $1 million bail after he fled the scene in a dark sedan in an incident that was captured on security camera video.

The video shows a man parking a black car along the boardwalk, watching for several minutes and then speeding into the crowd about 6 p.m. (9 p.m. ET).?It shows the car careening around barriers intended to block automobiles from reaching the boardwalk's pedestrian area.

Alice Gruppioni, 32, of Italy was killed, the Los Angeles County coroner's office told NBC News. Eleven other people, all of them believed to have been pedestrians on the boardwalk, were injured, one of them critically.

The Italian news agency ANSA reported that Gruppioni, of Bologna in northern Italy, was married July 20 to Christian Casadei, an architect from Cesena.

Casadei suffered minor injuries and was at his wife's side when she died, it said, quoting Giuseppe Perrone, the Italian consul general in Los Angeles, who accompanied Casadei to the hospital.

Perrone told ANSA in a telephone interview that Casadei and his new wife were strolling along the boardwalk when the car came barreling through.

"We were walking, we were happy, we were on our honeymoon and everything, and suddenly everything changed," Casadei said, according to Perrone.

"I still can't believe it, and I don't even remember exactly what happened. It's all very confusing."

Perrone described Casadei as "destroyed and in disbelief."

Witnesses said it appeared that the driver took aim at people on the boardwalk.

"All I saw was a car emerging from the crowd driving southbound on the boardwalk just plowing through whomever was in its way," said Scott Levinsky, a vendor at the packed tourist attraction.

"We're never going to forget that moment," he said. "I'm still thankful to God that we are still alive and surviving."

Chelsea Alvarez, who was visiting the boardwalk Saturday night, said the scene was "really bad."

"There was tables, there was people everywhere, blood everywhere," she said. "There was scattered stuff. It was horrible. It was the ugliest scene I've ever seen."

Alvarez told NBC Los Angeles that her grandmother Linda Alvarez, 75, was among those hit, suffering broken ribs.

"She's good. She's just resting. She's sleeping right now," Alvarez said.

Los Angeles City Council member Mike Bonin told the station that the barriers in place at the Venice boardwalk are insufficient. He said he would ask the council to move quickly to install new barriers before the end of the year.

Gruppioni was the daughter of Valerio Gruppioni, president of Sira Group, based in Bologna, one of the world's largest producers of radiators for heating. Bologna FC, a club in the top flight of Italian soccer, confirmed her death in a statement offering condolences to Valerio Gruppioni, a former president of the club.

"President (Albano) Guaraldi and all of Bologna FC are with the Gruppioni family in this time of unspeakable pain," the club said.

In a statement Sunday, rival club AC Milan, one of the world's premier teams, expressed its "condolences to former Bologna president Valerio Gruppioni and his family following the passing of his daughter Alice."

China July HSBC services PMI holds steady at 51.3

BEIJING (Reuters) - Activity in China's services sector defied the country's economic cool down and expanded modestly in July, a private survey showed, as new business orders recovered from a multi-year low in a rare sign of resilience.

But the show of strength was tempered by a fall in prices charged by companies, suggesting demand was still too weak for firms to raise prices, which hit a nine-month low in July.

The HSBC/Markit Purchasing Managers' Index (PMI) for the services industry stood at 51.3 in July, unchanged from June and just a whisker above a 20-month low of 51.1 struck in April.

A reading above 50 suggests business grew compared to a month ago, while an outcome below 50 points to contraction.

China's economy is at risk of posting its weakest annual growth in over two decades this year as flagging foreign and domestic demand weigh on exports and factory production. A slowdown in investment has further dragged on growth.

"China's service sector has stabilized at a relatively low level of growth," said Qu Hongbin, an economist at HSBC.

"But profit margins continue to be squeezed. Without a sustained improvement in demand, services growth is likely to remain lackluster, putting downside pressures to employment growth."

The sub-index for new business orders rebounded to 52.3 from June's reading, which was the lowest in over four years. Anecdotal evidence suggested the rise in new orders was driven by stronger demand, HSBC said.

But companies remained guarded in their expectations of new business in coming months due to fragile economic conditions. The sub-index for business expectations hovered near lows unseen since records started in 2005.

Financial markets have grown increasingly nervous about China's economic health despite reassurances from Beijing that the world's second-biggest economy is on track to meet its 7.5 percent growth target this year. If achieved, the rate of growth would be the worst since 1990.

A similar, official survey released on Saturday showed growth in China's non-manufacturing sector picked up in July as Beijing's recent support measures for small firms helped improve sentiment, though companies noted that inflation is picking up and pushing up costs.

The government's non-manufacturing purchasing managers' index (PMI) rose to 54.1 last month from June's 53.9.

JOBS

The HSBC survey showed the employment sub-index slipped in July, although it remained above a four-year trough touched in April.

HSBC said 6 percent of survey respondents increased their payrolls, with a particular focus on hiring graduates. In contrast, 2 percent of companies had shed jobs.

The services sector accounted for 46 percent of China's economy in 2012, so a sharp slowdown in the industry would exacerbate concerns about slackening Chinese economic growth.

Crucially, services companies are also the biggest employer in China, at a time when the government is worried that the economic downturn could threaten social stability by driving up unemployment.

Services firms created 35 percent of all jobs in China in 2011, overtaking manufacturers who accounted for 30 percent of hiring.

A pair of PMI surveys of Chinese manufacturers last week showed factory production was slightly stronger than expected in July among larger Chinese manufacturers. Smaller factories, however, were shown to have remained under pressure.

KRAUTHAMMER: How fractured is the GOP?

WASHINGTON ? A combination of early presidential maneuvering and internal policy debate is feeding yet another iteration of that media perennial: the great Republican crackup. This time it?s tea party insurgents versus get-along establishment fogies fighting principally over two things: (a) national security and (b) Obamacare.

National security

Gov. Chris Christie recently challenged Sen. Rand Paul over his opposition to the National Security Agency metadata program. Paul has also tangled with Sen. John McCain and other internationalists over drone warfare, democracy promotion and, more generally, intervention abroad.

So what else is new? The return of the most venerable strain of conservative foreign policy ? isolationism ? was utterly predictable. GOP isolationists dominated until Pearl Harbor and then acquiesced to an activist internationalism during the Cold War because of a fierce detestation of communism.

With communism gone, the conservative coalition should have fractured long ago. This was delayed by 9/11 and the rise of radical Islam. But now, 12 years into that era ? after Afghanistan and Iraq, after drone wars and the NSA revelations ? the natural tension between isolationist and internationalist tendencies has resurfaced.

In fact, both parties are internally split on domestic surveillance, as reflected in the very close recent House vote on curbing the NSA. This is not civil war. It?s a healthy debate that helps recalibrate the delicate line between safety and security as conditions (threat level and surveillance technology, for example) change.

The more fundamental GOP divide is over foreign aid and other manifestations of our role as the world?s leading power. The Paulites, pining for the splendid isolation of the 19th century, want to leave the world alone on the assumption that it will then leave us alone.

Which rests on the further assumption that international stability ? open sea lanes, free commerce, relative tranquility ? come naturally, like the air we breathe. If only that were true. Unfortunately, stability is not a matter of grace. It comes about only by Great Power exertion.

In the 19th century, that meant the British navy, behind whose protection America thrived. Today, alas, Britannia rules no waves. World order is maintained by American power and American will. Take that away and you don?t get tranquility. You get chaos.

That?s the Christie/McCain position. They figure that America doesn?t need two parties of retreat. Paul?s views, more measured and moderate than his fringy father?s, are still in the minority among conservatives, but gathering strength. Which is why Christie?s stroke ? defending and thus seizing the party?s more traditional internationalist consensus ? was a signal moment in the run-up to the 2016 campaign. The battle lines are drawn.

Obamacare

The other battle is about defunding Obamacare. Led by Sens. Mike Lee and Ted Cruz, the GOP insurgents are threatening to shut down the government on Oct. 1 if the stopgap funding bill contains money for Obamacare.

This is nuts. The president will never sign a bill defunding the singular achievement of his presidency. Especially when he has control of the Senate. Especially when, though a narrow majority (51 percent) of Americans disapprove of Obamacare, only 36 percent favor repeal. President Obama so knows he?ll win any shutdown showdown that he?s practically goading the Republicans into trying.

Never make a threat on which you are not prepared to deliver. Every fiscal showdown has redounded against the Republicans. The first, in 1995, effectively marked the end of the Gingrich revolution. The latest, last December, led to a last-minute Republican cave that humiliated the GOP and did nothing to stop the tax hike it so strongly opposed.

Those who fancy themselves tea party patriots fighting a sold-out cocktail-swilling establishment are demanding yet another cliff dive as a show of principle and manliness.

But there?s no principle at stake here. This is about tactics. If I thought this would work, I would support it. But I don?t fancy suicide. It has a tendency to be fatal.

As for manliness, the real question here is sanity. Nothing could better revive the fortunes of a failing, flailing, fading Democratic administration than a government shutdown where the president is portrayed as standing up to the GOP on honoring our debts and paying our soldiers in the field.

How many times must we learn the lesson? You can?t govern from one house of Congress. You need to win back the Senate and then the presidency. Shutting down the government is the worst possible way to get there. Indeed, it?s Obama?s fondest hope for a Democratic revival.

As a freshman, Cook was an irregularly used as a backup who was never at full capacity because of injuries.

The most notable of his first-year stats was his assist-to-turnover ratio, which was an outrageous 3.5 (63 assists with only 18 turnovers).

Last year as a sophomore, the 6?1? PG from D.C. locked down the starting job, averaging a more-than-solid 11.7 points, 3.8 rebounds and 5.3 assists per game.

In most cases, those are the kinds of numbers that help you stand out and get recognized. However, Cook was no better than the No. 4 (maybe No. 5) option in last year?s Blue Devils attack. When you play with the likes of seniors Mason Plumlee, Seth Curry and Ryan Kelly, what do you expect?

Duke?s 2013-14 roster has plenty of star power. All-everything freshman Jabari Parker arrives and Mississippi State-transfer Rodney Hood?will now be eligible. Rasheed Sulaimon and Andre Dawkins return to Coach K?s backcourt.

Cook is a vital part to the Blue Devils' success in the upcoming season, but the question lingers: To what degree will he continue to labor in relative obscurity?

The tumultuous relationship between the US and Pakistan is moving in a more positive direction after worsening for years.

On an unannounced visit to Islamabad late Wednesday, United States Secretary of State John Kerry has moved one step closer to rekindling talks of a strategic partnership with Pakistan. The visit is the first by a high-ranking US official since the election of Pakistani Prime Minister Nawaz Sharif in May.

The negotiations come after years of strained relations between the two countries over the 2011 raid which killed Osama bin Laden, the US?s use of drone strikes, and Pakistani support for Taliban forces fighting in Afghanistan.

But there are hopes for a stronger US-Pakistan relationship under the guidance of Mr. Kerry, who has strong ties to Pakistan, and Mr. Sharif, who many believe can solve some of Pakistan?s political and economic troubles.

The announcement that talks would resume was made after Kerry met with Sharif and other high-level Pakistani officials over issues ranging from Pakistan?s economic and energy woes to the security situation in Afghanistan as US-led NATO forces prepare to withdraw in 2014, reports the BBC. Kerry said the talks were ?constructive,? leading analysts to see this as a turning point for tenuous bilateral relations.

The relationship between the two countries hit a low point in 2011, when US Navy SEALs?killed Osama bin Laden after raiding his secret hideout, reports the Washington Post. Talks shortly afterwards between then-Secretary of State Hillary Clinton and Pakistani officials produced little and were ultimately suspended.

Anti-US sentiment in Pakistan has also been stoked by US drone strikes on Pakistani territory, which killed an estimated 2,800 people in Pakistan between 2002 and 2013, including 366 civilians. In 2011, a US military strike killed 24 Pakistani soldiers, leading Islamabad to close down vital supply routes into Afghanistan. The supply routes have since reopened, and drone strikes have decreased ??though they are still a point of contention.

And Pakistan?s tacit support for Islamist insurgent groups, such as the Afghan Taliban and the Haqqani network, operating in Afghanistan has irked many in the US.

However, both the US and Pakistan see normalizing relations as within their best interests right now, reports Reuters.

Both sides are now keen to overcome the grievances and start afresh, a shift in priorities they hope is possible with a new government in Pakistan and a new secretary of State in the United States.

With Pakistan's economy badly in need of support and the United States keen on smoothly withdrawing most of its troops from neighboring Afghanistan next year, both sides will see positives in repairing the relationship.

The security situation is of vital concern to both sides, particularly as US military forces are preparing to wind down operations in Afghanistan next year. According to Voice of America, Pakistan has promised to act as a mediator between the Afghan government and the Taliban and to help facilitate peace in the conflict-ridden country. Meanwhile, Kerry has stated his confidence that an agreement will be reached that will see the extension of US troop presence in Afghanistan, reports the BBC.

Both Kerry and Sharif are well positioned to improve relations between their countries. Kerry has a long history with Pakistan, and officials there know and trust him. Kerry was instrumental in passing the Kerry-Lugar-Berman aid package in 2009, which pledged $1.5 billion a year to Pakistan through 2013. According to The Christian Science Monitor, prior to his appointment as secretary of State, Pakistani officials were optimistic about the prospect of Kerry replacing Ms. Clinton.

And Sharif?s return to government after two stints as prime minister in the 1990s has many hoping that Pakistan is on the road to recovery.This year's election was Pakistan?s first to see a civilian government hand power to another civilian government, marking a democratic milestone for the country.

And he has already made attempts to improve the country?s economy by accepting a $5.3 billion aid package from the IMF, despite some domestic opposition to it and Sharif?s ideological opposition to external interference, writes the New York Times. The move both encourages American investment and demonstrates that Sharif can negotiate pragmatism and ideology.

And more importantly, Sharif has shown increased commitment to cooperate with the US on cracking down on militants, reports Reuters.

Pakistan itself has seen a spate of attacks against its military and civilians by the Pakistani wing of the Taliban since Sharif was sworn in on the back of promises to talk to the insurgents rather than fight them.

Speaking alongside Kerry, Sartaj Aziz, Sharif's adviser on foreign affairs, appeared to harden that position, saying his government might resort to the use of military force after all against the Taliban.

Importance? There is an immediate need to develop local intraoperative adjuvant treatment strategies to improve outcomes in patients with cancer who undergo head and neck surgery.

Objectives? To determine the safety of photodynamic therapy with 2-(1-hexyloxyethyl)-2-devinyl pyropheophorbide-a (HPPH) in combination with surgery in patients with head and neck squamous cell carcinoma.

Design, Setting, and Participants? Nonrandomized, single-arm, single-site, phase 1 study at a comprehensive cancer center among 16 adult patients (median age, 65 years) with biopsy-proved primary or recurrent resectable head and neck squamous cell carcinoma.

Interventions? Intravenous injection of HPPH (4.0 mg/m²), followed by activation with 665-nm laser light in the surgical bed immediately after tumor resection.

Main Outcomes and Measures? Adverse events and highest laser light dose.

Results? Fifteen patients received the full course of treatment, and 1 patient received HPPH without intraoperative laser light because of an unrelated myocardial infarction. Disease sites included larynx (7 patients), oral cavity (6 patients), skin (1 patient), ear canal (1 patient), and oropharynx (1 patient, who received HPPH only). The most frequent adverse events related to photodynamic therapy were mild to moderate edema (9 patients) and pain (3 patients). One patient developed a grade 3 fistula after salvage laryngectomy, and another patient developed a grade 3 wound infection and mandibular fracture. Phototoxicity reactions included 1 moderate photophobia and 2 mild to moderate skin burns (2 due to operating room spotlights and 1 due to the pulse oximeter). The highest laser light dose was 75 J/cm².

Conclusions and Relevance? The adjuvant use of HPPH-photodynamic therapy and surgery for head and neck squamous cell carcinoma seems safe and deserves further study.

In case you’ve neglected to notice, smartphones are getting bigger, and in 2013 in particular we’ve seen manufacturers push past the six-inch screen mark and into the bizarre no man’s land between phones and tablets.

The Samsung Galaxy Mega is one such device, with a titanic 6.3-inch display. On the face of things, it’s essentially an oversized Galaxy S4, in the same way the S4 Mini is an undersized Galaxy S4. But there’s more to it than that, and the result of Samsung’s efforts is a product that’s closer to a highly portable mid-range tablet than a smartphone. (Though it’s perfectly capable of making calls, should you desire to do so.)

Who knew children's musical instruments could be employed to make the summer's No. 1 hit sound ... well, even better? Jimmy Fallon, that's who. And when Robin Thicke passed through New York recently, Fallon pulled aside his "Late Night" house band The Roots and those now-familiar instruments for a duet of "Blurred Lines."

The video, just the latest in a series in which Fallon remakes popular tunes with children's play instruments, everyone tries to keep a straight face. By the way, they're really singing, not lip-synching!?

Bulger: Give my money to families that sued

BOSTON (AP) ? James "Whitey" Bulger wants the $822,000 in cash seized from his apartment in Santa Monica, Calif., to go to relatives of victims who won monetary judgments in lawsuits but then saw those awards overturned on appeal, his lawyer told a judge Friday.

Defense attorney J.W. Carney Jr. told Judge Denise Casper that Bulger made the request while lawyers were discussing whether the seized cash should be put in the jury room during deliberations.

Bulger, 83, is on trial in a broad racketeering indictment that accuses him of participating in 19 murders in the 1970s and '80s as leader of the Winter Hill Gang. He has pleaded not guilty and must soon say if it he will testify.

Carney said Bulger wants the money to go to families who had civil judgments overturned by a federal appeals court because the statute of limitations had expired.

It appears that two families fall into that category: Relatives of Michael Donahue and Edward "Brian" Halloran. In 2011, the 1st U.S. Circuit Court of Appeals upheld an earlier decision that ruled the two families didn't file their lawsuits against the FBI in time.

Other victims' families have had their lawsuits tossed before trial and some have won judgments against the government, but Carney specifically cited those whose judgments were thrown out by the 1st Circuit.

Prosecutor Brian Kelly said it has always been the intention of the government to give Bulger's seized assets to victims' families, but he said he isn't sure Bulger "can dictate which ones get" money.

If he's convicted, Bulger would have to give up his assets anyway. It is routine for the government to seek forfeiture of assets acquired through illegal activities.

Russia's Putin says sentences in fraud case involving top critic Navalny were 'strange'

LAKE SELIGER, Russia (Reuters) - Russian President Vladimir Putin said on Friday he was surprised by the five-year jail term a court handed down to Alexei Navalny, his top critic, when another man convicted in the same embezzlement case received only a suspended prison sentence.

In his first comments on the case since the July 18 verdict, Putin did not make clear if he was suggesting the jail sentence on Navalny was too harsh or the suspended one too lenient.

"I thought it was strange, I will not conceal that, that one of the suspects in the case, who cooperated with the prosecution, got four-and-a-half-years suspended, while the second suspect...was slapped with five years behind bars," Putin said.

"It is up to the court to decide what happened there and how," he told an audience of several thousand pro-Kremlin youth.

Navalny was convicted of embezzling some $500,000 from a state timber firm while Vyacheslav Opalev, a former head of the company, was given a suspended sentence after striking a plea bargain and testifying against his co-accused.

The face of the largest wave of street protests against ex-KGB spy's 13-year rule, Navalny denies any wrongdoing and says the case is an attempt by Putin to silence him.

Putin, dressed casually in a straw yellow shirt and a beige jacket, avoided referring to Navalny by name when responding to a question about the anti-graft blogger, who was released from detention pending appeal - a highly unusual move.

Since his release, Navalny has been busy campaigning in Moscow for a September8 mayoral election. Polls have him trailing far behind close Putin ally Sergei Sobyanin, who is seeking a fresh term.

Critics of Putin, now more than a year into his third presidential term, portray Navalny's prosecution and sentencing as part of a wider crackdown on dissent.

The Kremlin denies using the courts to persecute political opponents but the West has expressed growing concern over human rights in Russia and the treatment of critical voices since Putin returned to the presidency in mid-2012.

How To Get Denzel Washington To Laugh, Featuring Mark Wahlberg

Denzel Washington isn't exactly known for this sense of humor. Two-time Academy Award winner certainly has made more than his fair share of wise cracks throughout his career, but an out-right comedy isn't Washington's style.

So when he signed on for "2 Guns," an action comedy out in theaters Friday (August 2), Washington found himself with a co-star who was determined to make him laugh.

"He's got a great sense of humor," Mark Wahlberg said during a recent interview with MTV News about Washington. "It's just that he is known more for his serious acting, so when he smiles, it's such a beautiful thing to experience as an audience member."

Wahlberg said that convincing Washington to do "2 Guns" was a matter of good timing and material. "I feel like we got lucky. We shot for the stars," Wahlberg said. "We hit the one that we really wanted and got Denzel in the movie. It was after 'Flight,' and he wanted to do something lighter, and he responded to the material."

Both actors spoke about how important having a partner was in attempting a job to comedy. Wahlberg made his big break into the genre with "The Other Guys," a movie that teamed him with Will Ferrell and prepared him for "Ted" and eventually "2 Guns."

"We both had the same fears, going into comedy," Wahlberg said. "I wanted to work with somebody who I was comfortable with and was great at it, but also not the dark, weird comic guy, who's trying to be funny on set but really serious and unapproachable off camera. When I worked with Will [Ferrell], then I got really comfortable with it. Trying it as a serious actor, if it doesn't work, it's a problem."

For Washington, tackling something new was all the attraction he needed to the project. "You find your way. That's a part of the excitement is the unknown. Is this going to work? Can I be funny? How do I do that?" he said. "Looking at the material with more humor, I was saying, 'No, I want to do a two-hander. I'm not going out there by myself,' because I'm not sure I know. That actually makes you sharper, makes you prepare more, wakes you up. At this point, for me and my life, career, age, whatever, that was a good thing, to have to be ready."

Police have arrested an outspoken loyalist Belfast city councillor at the centre of a row over a disputed parade.

Ruth Patterson (57) a member of Northern Ireland First Minister Peter Robinson?s Democratic Unionist Party, was detained today in relation to offences concerning the sending of grossly offensive communications and other serious criminal offences in relation to intimidation and encouraging criminal acts, according to the police.

Earlier, she had to apologise after saying that a fictional terrorist attack on a republican parade in which senior Sinn Fein members would be killed would provide ?a great service to Northern Ireland?.

Time Warner Cable and CBS say they are trying to settle a fee dispute that has left three million customers without the network's programs.

A Time Warner spokeswoman say negotiations are ongoing. CBS says it expects talks to resume soon.

Neither side would say Saturday if there was a chance the standoff could end quickly.

Time Warner dropped CBS Friday in New York, Los Angeles, Dallas and several other cities. Each side is accusing the other of being unreasonable in a dispute over fees that Time Warner pays CBS to air programs.

Without a deal, Time Warner customers won't see CBS programs such as "Under the Dome." They'll also miss Tiger Woods trying for his 8th win at Firestone Country Club near Akron, Ohio. CBS is the nation's most-watched network.

Pro-Morsi supporters in Egypt start new vigil

CAIRO (AP) ? Supporters of Egypt's ousted President Mohammed Morsi have expanded their vigils in Cairo, starting a third near the capital's international airport. That's in defiance of threats from authorities to break-up their sit-ins.

The new vigil started Friday in the eastern Cairo neighborhood of Heliopolis, close to the airport. Protester Hani el-Shafei said thousands of supporters already set up tents and blocked traffic. He said a military helicopter flew over the new sit-in.

On the other side of town, an official said security forces lobbed tear gas canisters at pro-Morsi supporters who tried to storm a complex housing most of Egypt's private television stations.

The expanding protests follow threats from authorities that they would besieged and break up pro-Morsi vigils, describing them a "threat to national security."
