2007 Ridge Monte Bello, Santa Cruz County, California

A retaste of the flagship wine, the 2007 Monte Bello (a blend from this famous estate of 79% Cabernet Sauvignon, 10% Merlot, 9% Petit Verdot, and 2% Cabernet Franc) reveals a dense ruby/purple wine with a floral, blueberry, and earthy cassis nose and elegant mid-weight flavors with impressive purity and classicism. There is good acidity, firm tannin, and modest alcohol (13.1%). This is not the most concentrated or powerful Monte Bello, but one built on finesse and elegance. According to the back label, only 41% of the production made it into this wine from the 103-acre estate vineyard. Give this wine another good 5-7 years of bottle age and drink it over the following 20-25 years.

Exclusive: Weatherford, China's Sinopec close to oil service tie-up; shale in focus

BEIJING (Reuters) - China's Sinopec Corp and U.S.-listed Weatherford International are in advanced talks about forming a joint oilfield service company, as the world's top energy consumer seeks overseas expertise to help unlock its vast shale resources, said people with direct knowledge of the matter.

The proposed joint venture would likely be the largest of its kind in China, aiming to marry Weatherford's technological know-how with the Chinese oil major's potential to grow in a nascent shale oil and gas sector.

China, widely thought to hold the world's largest technically recoverable shale gas resources, hopes to replicate the shale boom that has transformed the U.S. energy landscape. It wants to build on its success developing fields of easier-to-extract "tight gas", but faces technological and environmental challenges due to complex geology, a high population density and water shortages.

That offers opportunities for oil service specialists such as Weatherford, Schlumberger , Halliburton and Baker Hughes , all of which have been in China for decades but have largely focused on exploring conventional oil and gas.

Weatherford, valued at $11 billion and one of the industry's most acquisitive firms, about a year ago started talks with Sinopec Oilfield Service Company (SOSC), a new upstream service arm of the Chinese energy giant, to explore the possibility of a joint venture. Talks have now entered an advanced stage, two people with direct knowledge of the matter told Reuters. They didn't want to be named as they are not authorized to speak to the media.

An alliance, likely to include integrated services from drilling and well construction to well completion and equipment manufacturing, will probably be announced by the end of this year, if negotiations are successful. The joint venture would likely be controlled by the Chinese firm and would have registered capital of at least $50 million, said one of the people, an industry executive.

SOSC declined to comment, while Weatherford was not immediately available to answer questions.

MUCH TOO YOUNG?

Weatherford, with $15 billion in global revenue in 2012, also wants to "support" the Chinese partner's planned initial stock offering that is likely to be launched as early as next year, the executive said without elaborating. "Local partnership is an essential direction of growth for Weatherford (in China)."

Apart from providing specialist tools and managerial skills, Weatherford, which last year raked in $300 million in revenue from China services, would contribute expertise in areas such as high-pressure, high-temperature drilling.

SOSC, incorporated last December and with revenue that almost matches Weatherford's, is currently merging Sinopec's eight regional service arms into a company employing 140,000 people.

Some industry participants said a joint venture with a heavy focus on shale could struggle as China's shale sector is still very young.

"A key question is: is there enough revenue to be generated under such a JV? Without that the Chinese had better not expect to gain much know-how," said an executive with a Chinese oilfield service company.

China, the world's fourth-largest natural gas consumer, has so far drilled fewer than 150 shale gas wells with tiny commercial production. Industry officials say any significant increase in output is unlikely until the latter half of this decade.

Weatherford, with headquarters in Switzerland, had detailed discussions about a decade ago with China's offshore oil and gas specialist CNOOC Ltd about setting up a joint venture. That didn't happen due to differing strategies, said the Chinese executive who had direct knowledge of the situation.

But Sinopec, Asia's top refiner, has a much smaller and nimbler exploration department than rivals such as PetroChina , the country's largest oil and gas producer. Sinopec is also eager to grow its shale business both in China and abroad.

Sinopec operates vast onshore acreage including part of the Sichuan basin, the country's top gas region, and has invested in U.S. shale assets in partnership with Devon Energy Corp and Chesapeake Energy Corp .

The impetus for the talks came from senior management at both firms, the sources said. Sinopec Chairman Fu Chengyu, who embarked on restructuring the company's sprawling service divisions shortly after taking up his post in 2011, was key in initiating the possible alliance.

The proposed tie-up would be larger than existing service JVs that were mostly set up by China Oilfield Service Ltd (COSL) in the early days of China's offshore oil development in the 1980s. Each of these specializes in a single service such as supplying drilling mud.

In more recent team-ups, Schlumberger bought a 20.1 percent stake in privately-run Anton Oilfield Services Group for $80 million last year, and Royal Dutch Shell joined China National Petroleum Company (CNPC) in 2011 in establishing Sirius Well Manufacturing Services.

WV GOP welcomes Sen. Evan Jenkins to the party and US Congress run

The West Virginia Republican Party welcomed a new, high-profile member and candidate July 31.

Sen. Evan Jenkins switched his party registration after serving as a Democrat in the West Virginia Legislature since 1994.

Jenkins announced he would run for the House of Representatives in the next election cycle.

West Virginia Republican Party Chairman Conrad Lucas issued a statement saying the party proudly welcomed Jenkins.

"Senator Jenkins is the finest example of an elected official who sees that West Virginia's future must take precedence over the parties of the past," Lucas said in the statement.

Jenkins announced he would run for Congress, and Sen. Bill Cole, R-Mercer, would serve as campaign chairman.

Rep. Nick Rahall, D-W.Va., was first elected in 1976, and currently is serving in his 18th term in the House of Representatives. He received about 53 percent of the vote against Republican Rick Snuffer in the Nov. 6, 2012 General Election. In 2010, former Democratic Supreme Court of Appeals Justice Elliott "Spike" Maynard switched his party affiliation and ran against Rahall, coming within 18,000 votes of Rahall.

Snuffer, a former Republican member of the House of Delegates, announced July 31 he congratulated Jenkins for changing his party affiliation, but Snuffer said he was confident if he entered the race he would win.

"Given the difference between Evan's legislative voting record and mine; plus the large lead I have in the internal polls which Washington conducted between the two of us in a primary contest, our team is confident should we enter the race next year, we will be more than competitive," Snuffer said.

West Virginia Democratic Party Chairman Larry Puccio also issued a statement July 31, saying it was clear Jenkins "is only loyal to the dollar."

"When Washington Republican money came a knockin', Jenkins went a walkin'," Puccio said in his statement. "Evan Jenkins has enjoyed the good favor of Congressman Rahall, taking advantage of endorsements, photo ops, and every other chance to hitch his wagon to Nick Rahall's star."

OpenTable sees mobile payments on the horizon, arriving in San Francisco by year's end

Adventurous foodies are likely familiar with the concept of snout to tail dining, which incorporates the entire animal -- even the exotic bits -- into recipes that stray from the norm. Soon enough, OpenTable may offer a different take on start-to-finish dining by incorporating payments into its restaurant reservation platform. The system is said to still be in testing, which would require that diners merely open the OpenTable app, select a tip amount and hit the payment button. As a boon to restaurant owners, OpenTable isn't planning on taking a cut from the transaction; instead, it's looking to attract and retain users, and perhaps stay ahead of emerging competitors such as Groupon and Yelp. According to The New York Times, OpenTable will use an in-house payment system that it acquired this year from JustChalo. If all goes well, the new feature will be introduced to San Francisco by year's end, with other markets to follow. Apparently, OpenTable is still hammering out its notification system, so as to avoid unpleasant scenarios such as accusing paying customers of skipping out on the bill.

Spain's Rajoy faces lawmakers over corruption scandal

MADRID (Reuters) - Spanish Prime Minister Mariano Rajoy appeared in parliament early on Thursday to testify about his alleged involvement in a corruption scandal that is undermining the authority of his ruling People's Party (PP).

Luis Barcenas, a former treasurer of the party jailed on bribery and tax evasion charges, told a judge he collected millions of euros in cash donations from construction magnates and distributed them to senior PP figures including Rajoy.

While the scandal has damaged Rajoy's credibility and eroded voter support for the PP, he is expected to hold on to power because the party has a strong majority in parliament.

Rajoy, who together with other leaders of the center-right party has denied wrongdoing, was due to appear before the lower house shortly after 0700 GMT (3 a.m ET).

One issue lawmakers will probably want clarified is why Rajoy and the party maintained close ties with Barcenas after the former treasurer was first accused of corruption in 2009 in a judicial investigation.

Barcenas had accumulated up to 48 million euros in Swiss bank accounts during the 30 years he worked for the PP, most of them as a manager handling party accounts.

He left the party in 2009, but the PP paid his legal defense fees and also continued to pay him a hefty monthly stipend under a deferred severance pay plan.

Rajoy has acknowledged he continued to exchange text messages with Barcenas up to earlier this year when details about the Swiss bank accounts emerged.

Rajoy agreed to testify before lawmakers after opposition parties threatened to call a vote of no confidence in order to force him to take their questions.

The prime minister's office said Rajoy will also take the opportunity on Thursday to discuss Spain's economy, which the government says is beginning to recover after five years of stagnation and recession.

Spaniards believe corruption to be the country's most serious problem after unemployment, polls show, and Spain's main political parties have lost significant ground to smaller ones thought to be more honest.

In a Metroscopia poll of 1,000 voters published on Sunday, 90 percent said they thought Rajoy was only taking questions because he had been forced to do so by opposition parties, and 89 percent said they did not believe his answers would clarify what had happened.

Thursday's televised hearing takes place in the chambers of parliament's upper house.
