SANAA, Yemen (AP) ? An airstrike killed four al-Qaida militants on Friday in a southern district of Yemen that has been under the group's control for around a year, officials said.
They said a gas pipeline in the same region was attacked later in the day in an operation likely carried out by militants.
The military officials from Shabwa province said that an unmanned U.S. drone launched the strike on a vehicle carrying seven militants in the district of Azan. The officials said four were killed, while three were critically wounded and under treatment in a nearby al-Qaida-run clinic in Shabwa.
A security official said the attack may have killed leading figures in the group, who were attending Friday prayers and left together. He had no further details.
A second airstrike on Friday, just a few kilometers from the first strike, hit a building believed to be used by al-Qaida near a main market in the town of Azan. Four residents were wounded, said medical officials.
There was no immediate comment from U.S. officials, but Washington has carried out deadly airstrikes in Yemen in the past. Last year, a U.S. drone strike killed U.S.-born militant cleric Anwar al-Awlaki and a second American, Samir Khan, who edited al-Qaida's Internet magazine.
Last month, al-Qaida-linked militants publicly executed a Yemeni in Azan who they suspected of collaborating with the United States by planting electronic devices that help U.S. drones strike militant positions.
Al-Qaida in the Arabian Peninsula, as the branch is known, was believed to have plotted two failed attacks on American soil.
The group has taken advantage of a year of turmoil in Yemen to seize control of several regions in the south. Militants overran cities as the government focused its efforts on protecting the regime in the capital during a year of protests against former President Ali Abdullah Saleh.
Saleh's replacement, Abed Rabbo Mansour Hadi, has made fighting al-Qaida one of his top priorities, but many Yemenis accuse the ousted president, whose loyalists are still influential in the military and in government bodies, of undercutting security operations and the new president's authority.
Also Friday, suspected al-Qaida militants attacked an underground gas pipeline that extends from the Balhaf area in Shabwa to an export terminal on the Arabian Sea, military officials said. They did not have further details on the late-night attack. Residents said it started a massive fire.
The French company Total runs the gas field and pipeline in Balhaf. The line was attacked late last year as well.
In the southern city of Aden, suspected militants opened fire on a powerful tribal sheik who sits in Yemen's upper house of parliament as he was coming out of a mosque. His two bodyguards were killed in the attack but he was unharmed, according to medical officials.
Mohammed Hussein Ashal's tribe fought al-Qaida last year in Mudya district in Abyan province near Aden, kicking them out of several towns.
Militants killed Ashal's son last year in the capital Sanaa, and have also targeted other officials in Aden, shooting dead an intelligence chief in December.
All officials spoke on condition of anonymity because they were not authorized to speak to media.

In the end of 2011, Russia and India signed a deal on handing Russia?s Nerpa nuclear submarine to India on a 10-year lease. Now the submarine is on the way to India. Within the Indian Navy the submarine will be given a new name ?Chakra.? The Indian crew of the submarine was trained in the Russian submarine training center. There is also a team of Russian sailors on board of the submarine who could assist the Indian crew if it is necessary.
The multipurpose nuclear submarine was built at a ship building facility in the Far Eastern Primorye region. In the early 2011, the submarine underwent all the required sea trials. Technically, the Nerpa submarine is equal to submarines of such class as the US? ?Los Angeles? submarine, Vice President of the Academy of Geopolitical Studies Konstantin Sivkov says:
"No other submarine in the world can be compared to Nerpa in terms of its technical characteristics. British versions are 2nd generation submarines. France?s Rubis class submarines were built in the early 1970s. Our submarines are 3rd generation submarines or 3 plus to be exact, just like American ones. What about lease prices - here we are beyond competition."

"India ranks first in the world in terms of imports of weapons and Russia accounts for more than 70 % of these imports."
At the current arms exhibition in Delhi Russia has received orders for the production of military equipment and weapons for $11 billion. The question is - why do we lease but not sell the nuclear submarine to India? The matter is that the world knows no precedents when a country sold its strategic weapons, Vice President of the Academy of Geopolitical Studies Konstantin Sivkov explains:
"Russia sells aircraft up to the class of a bomber aircraft. As a rule, it does not sell strategic long-range bomber aircraft. For example, we leased out Tu 22M aircraft to India."
As early as 1988 the USSR leased its K-43 nuclear submarine to the Indian Navy. It was a second generation submarine. Indian Navy officers now recall that it was a good school for them. Many of the crew members of the submarine later occupied key posts in the commandment of the Indian Navy. The practical experience gained in the period of K-43 submarine?s lease enabled Indian engineers and designers to make significant progress in their own development of nuclear submarines. According to the Daily Times of India newspaper, in April sea trials of India?s Arihant nuclear submarine Arihant will be conducted and in the early 2013 it is expected to be added to the Indian armed forces. If it happens India will become the sixth state which has nuclear submarines in service.

Residents: South Libya tribal fighting continues
TRIPOLI, Libya (AP) ? A senior Libyan government official said Friday that warring tribes in the south have brokered a cease-fire after five days of deadly clashes, but residents said the fighting continues and is inching toward another city.
The conflicting reports from the oasis of Sabha some 640 kilometers (400 miles) south of Tripoli show the isolation of Libya's desert communities, where tribes with a history of rivalry often live side by side.
The fighting in Sabha resembles an earlier outbreak of inter-tribal violence in February in the oasis of Kufra, over 900 kilometers (nearly 600 miles) to the east. In both places, the clashes pitted Arab tribes that reportedly had close connections to ousted dictator Moammar Gadhafi against the African Tabu tribe, close to the rebels that overthrew him. In both places, authorities struggled to move troops across the hundreds of kilometers of desert highway to keep the peace.
As of Thursday, five days of fighting in Sabha left more than 50 dead, according to the United Nation Support Mission in Libya, as the tribes exchanged fire with automatic rifles, mortars, and rockets.
Deputy chairman of the governing National Transitional Council Abdel-Majid Seif al-Nasr, a Sabha native, said that a cease-fire was signed Thursday and that the city was now quiet, with hundreds of ex-rebel militia from other cities pouring into the oasis to quell the violence.
Col. Wanees Abu Khamada, the head of a militia force from the eastern Libyan city of Benghazi, said his team is meeting with tribal leaders from Sabha. He said the city is quieter than before, but that there was fighting on the outskirts.
But Mohammed Lino, a spokesman for fighters of the Tabu, said his tribe was under pressure from attacks and retreating south to its stronghold in the city of Morziq.
"We have agreed on a cease-fire, but they keep breaking the deal," he said, accusing the more powerful tribes in Sabha of attacking Tabu neighborhoods and burning down their homes.
"The government is in Sabha, but they haven't done anything to stop them," Lino said.
Sabha native and senior Health Ministry official Abdul-Rahman al-Hasnawy said four people were killed and more than 40 wounded since the cease-fire was signed Thursday.
The fighting has undermined the new Libyan government's already fragile authority. On Wednesday, the Tabu leaders threatened to declare a separate state in Libya's south to protect their people, the second such move toward secession this month after leaders in the east declared a semiautonomous state.

Top Eight Estate Planning Mistakes
Estate planning attorneys occasionally make errors, and LifeHeathPro recently asked several estate planners to identify the most common estate planning mistakes they see made by others. The top eight mistakes named are below:
- Estate planners frequently complete beneficiary designations improperly (e.g., failing to change a beneficiary after a death or divorce).
- Some attorneys fail to change asset titles to trusts after incorporating revocable trusts into a client?s estate plan.
- Advisors tend to incorrectly assume a cleints? goals without taking the time to truly listen to the client?s objectives.
- Some advisors allow clients to name minor children outright as primary or contingent beneficiaries of life insurance or retirement plans in which event the court must appoint a bonded guardian if the parents die before the children reach maturity.
- Many attorneys also name a financial institution as successor trustee/executor instead of or after a surviving spouse.
- Advisors often draft both a health-care power of attorney and a living will for the same client?too documents that can be in conflict with each other.
- Advisors sometimes fail to research a state?s estate exemption amount which can differ from the federal estate exemption amount.
- Attorneys also tend to fail to address asset protection planning with couples nearing retirement.

WASHINGTON (AP) ? While the rest of us have to wait until June, the justices of the Supreme Court will know the likely outcome of the historic health care case by the time they go home this weekend.
After months of anticipation, thousands of pages of briefs and more than six hours of arguments, the justices will vote on the fate of President Barack Obama's health care overhaul in under an hour Friday morning. They will meet in a wood-paneled conference room on the court's main floor. No one else will be present.
In the weeks after this meeting, individual votes can change. Even who wins can change, as the justices read each other's draft opinions and dissents.
But Friday's vote, which each justice probably will record and many will keep for posterity, will be followed soon after by the assignment of a single justice to write a majority opinion, or in a case this complex, perhaps two or more justices to tackle different issues. That's where the hard work begins, with the clock ticking toward the end of the court's work in early summer.
The late William Rehnquist, who was chief justice for nearly 19 years, has written that the court's conference "is not a bull session in which off-the-cuff reactions are traded." Instead, he said, votes are cast, one by one in order of seniority.
The Friday conference also is not a debate, says Brian Fitzpatrick, a Vanderbilt University law professor who worked for Justice Antonin Scalia 10 years ago. There will be plenty of time for the back-and-forth in dueling opinions that could follow.
"There's not a whole lot of give and take at the conference. They say, 'This is how I'm going to vote' and give a few sentences," Fitzpatrick said.
It will be the first time the justices gather as a group to discuss the case. Even they do not always know in advance what the others are thinking when they enter the conference room adjacent to Chief Justice John Roberts' office.
By custom, they shake hands. Then Roberts will take his seat at the head of a rectangular table. Scalia, the longest serving among them, will be at the other end. The other seven justices also sit according to seniority, the four most junior on one side across from the other three.
"They generally find out how the votes line up at the conference," said Orin Kerr, a George Washington University law professor who worked for Justice Anthony Kennedy nine years ago.
The uncertainty may be especially pronounced in this case, where the views of Roberts and Kennedy are likely to decide the outcome, Kerr said in an interview Thursday. "I don't think anyone knows. I'm not sure Justice Kennedy knows."
No one's vote counts more than the others', but because they speak in order of seniority, it will become clear fairly quickly what will become of the health care overhaul.
That's because Roberts speaks first, followed by Scalia, then Kennedy. If the three men hold a common view, the Obama health care overhaul probably is history. If they don't, it probably survives.
If Roberts is in the majority, he will assign the main opinion, and in a case of this importance, he may well write it himself, several former law clerks said. If Roberts is a dissenter, the senior justice in the majority assigns the opinion.
The court won't issue its ruling in a case until drafts of majority opinions and any dissents have circulated among the justices, changes have been suggested and either accepted or rejected.
"These justices aren't locked in. Minds have changed during the drafting process and minds have changed after opinions have been circulated," said Rick Garnett, associate dean and professor of law at Notre Dame Law School who worked for Rehnquist 15 years ago.
In one celebrated case decided in 1992, Rehnquist initially assigned Kennedy to write a majority opinion for five justices allowing prayers at public school graduations. In the end, Kennedy ended up writing the opinion for a different five-justice majority striking down the graduation prayers. According to several accounts, Kennedy simply changed his mind during the writing process.
No one will know precisely when decisions on particular cases will be coming, until perhaps Roberts ends a court session in late June by announcing the next meeting will be the last until October. Then it's a safe bet that whatever hasn't been decided will be on the last day. And decisions in the biggest cases very often aren't announced until that last day of the term.
Supreme Court opinions rarely find their way to the public before they are read in the marble courtroom, although the court inadvertently posted opinions and orders on its website about a half hour too soon in December.
The last apparent security breach occurred more than 30 years ago when Tim O'Brien, then a reporter for ABC News, informed viewers that the court planned to issue a particular opinion the following day. Chief Justice Warren Burger accused an employee in the printing shop of tipping O'Brien and had the employee transferred to a different job.
Sometimes, though, the justices themselves manage to let people know something big is coming.
