Mr. Geithner dropped in on German Finance Minister Wolfgang Schaeuble, and then held a conclave with Mario Draghi, president of the European Central Bank.

The backdrop for the meetings was storm clouds ? both literally, on Germany's North Sea island of Sylt, where Mr. Schaeuble is vacationing, and figuratively, in the form of a worrisome rise in interest rates in Italy and Spain.

Those are some of the largest nations within the European Monetary Union. The interest-rate jump signals worry about whether they can generate enough economic growth to cover their large and rising public debts.

Last week, Mr. Draghi said the European Central Bank (ECB) stands ready to do "whatever it takes" to save the eurozone from a potential breakup. Those were strong words, symbolic of how important it is for Europe's leaders to hold investor confidence.

Stock markets surged last Thursday on Draghi's remarks, as investors took his words as a signal that the ECB might announce plans to purchase bonds of eurozone nations, in a bid to dampen interest rates and fuel growth. Simultaneously, the US Federal Reserve has been edging toward a possible "QE3" program, using so-called quantitative easing to stimulate the tepid US economy.

The central banks both have policy meetings this week, with investors especially focused on the European meeting Thursday.

Although it's not clear what leaders discussed in private, economists say Mr. Geithner's goal was partly to nudge Germany to back new steps that could bolster short-term economic growth. So far, Germany has largely played the role of a wary creditor nation, reluctant to undertake economic stimulus and eager to see high-debt European nations tighten their fiscal belts.

In a recent TV interview, Geithner implicitly criticized that approach. "If you leave Europe on the edge of the abyss as your source of leverage, your strategy's unlikely to work because you`re going to raise the ultimate cost of the crisis [and] you do a lot of damage to the politics of those countries because the human costs of what`s happening, not just in Greece but across Europe," the Treasury secretary told CBS interviewer Charlie Rose.

The all-important near-term question: Just how much is the ECB prepared to do?

"If you had just landed from planet Mars, and this was the first time that you had heard the ECB speak on this issue, you might think that it was about to fire a big bazooka [to rescue] sovereign bond markets," says David Mackie, an economist at J.P. Morgan. "But having listened carefully to the central bank over the last two and a half years, we don't think that is about to happen."

Even if the ECB takes strong action Thursday, the longer-term question will still be unresolved: Can the currency union save itself from the centrifugal force of economic disparities among member nations. Some prominent economists are skeptical that the eurozone can hold together, while others think it will.

Either way, it could be a messy and lengthy process, including what many view as the likely exit of Greece as a member country.

In a Reuters poll, 19 of 24 money-market traders said they expect the ECB to restart its mothballed bond-buying program, with purchases of Spanish and Italian debt. But only about half of them said they expect the announcement will come on Thursday.

After the talks Monday between Geithner and Schaeuble, their agencies issued a brief joint statement, presenting a modicum of unity. The statement said the two officials "emphasized the need for ongoing international cooperation and coordination to achieve sustainable public finances, reduce global macroeconomic imbalances, and restore growth."

Suu Kyi announced her plans to Japan's goodwill ambassador to Myanmar for the welfare of ethnic minorities, Yohei Sasakawa, who met her at the weekend in the capital, Naypyitaw.

A member of Sasakawa's delegation said on Sunday that the Nobel peace laureate declared her intention to visit when Japan's famous cherry blossoms bloom, which means roughly at the end of March. He asked for anonymity because he is not authorised to release information.

Cautions urged following deadly Ebola outbreak

KAMPALA?? Ugandan President Yoweri Museveni on Monday advised people to avoid shaking hands, casual sex and do-it-yourself burials to reduce the chance of contracting the deadly Ebola virus after an outbreak killed 14 people and put many more at risk.

Museveni's advice came as scared patients and health workers fled a district hospital in rural western Uganda where several cases of Ebola were being treated and as the authorities tried to alter people's behavior to stop the virus spreading.

"We discourage the shaking of hands because that can cause contact through sweat which can cause problems ... and avoid promiscuity because these sicknesses can also be transmitted through sex," Museveni said in a public statement.

No treatment
There is no treatment for Ebola, which is transmitted by close contact and body fluids such as saliva, vomit, feces, sweat, semen and blood. The authorities fear a repeat of an outbreak in 2000, the most devastating to date, when 425 people were infected, more than half of whom died.

Health workers suspected that the latest outbreak ? which was confirmed on Friday ? had occurred about three weeks ago in Nyanswiga village, Museveni said, adding that doctors had initially thought the symptoms were atypical of Ebola.

Nyanswiga, in Kibaale district, is about 100 miles west of the capital Kampala, near the Democratic Republic of Congo where the virus first emerged in 1976, taking its name from the Ebola River.

The World Health Organization has said the origin of the latest outbreak has not yet been confirmed, but that 18 of the 21 confirmed cases so far were understood to be linked to one family.

One of the 14 people reported to have died was a local health worker, Clare Muhumuza. She was transferred to Mulago hospital in Kampala where she died, stoking fears the disease could spread in the Ugandan capital.

'Evil spirits'
Museveni urged people to also be cautious when it came to burying people, saying that people had contracted the virus while burying Ebola victims because they remained contagious even when dead.

"In case somebody dies from what you suspect to be Ebola please do not take on the job of burying him or her, call the medical workers to be the ones to do it because they are the ones that can do it safely," he said.

Christine Ondoa, Uganda's minister for health, told a news conference in Kampala that people had initially put off seeking medical care because they believed the virus was the work of "evil spirits."

According to Tumusiime Jamilo, a reporter with Kagadi Kibaale Community Radio (KKCR), panic had gripped the Kagadi hospital in Kibaale, where suspected Ebola cases were being treated.

Some hospital staff had initially fled the establishment but were now returning as the authorities were providing protective gear for them, he told Reuters.

Kibaale local government authorities have ordered the closure of local primary and secondary schools and banned public gatherings as a precaution, he added.

Dan Kyamanywa, a health officer in Kibaale district, said up to 80,000 people in the district were at risk of infection.

Ebola symptoms include the sudden onset of fever, intense weakness, muscle pain, a headache and a sore throat, followed by vomiting, diarrhea, rashes, impaired kidney and liver functioning and both internal and external bleeding.

Depending on the strain, the virus kills up to 90 percent of those who contract it.

'Birthday party' turns into wedding ceremony

Guests at a birthday party were left speechless when they found themselves at a ?guerilla? wedding.

Matt and Laura Beresford decided to spring a surprise on the 130 family and friends they invited to their joint 30th birthday bash ? by getting married at the same time.

Guests were ushered into another room? while the birthday party was getting into full swing,? Matt and Laura sneaked off to get changed into their wedding outfits in the golf club changing rooms.

Only their parents, best man bridesmaid and staff at the venue knew about the wedding in advance. Staff erected a partition inside the room so the ceremony could be kept secret until the last minute.

The screen parted to reveal the couple and a registrar waiting to get the nuptials underway.

Laura, who turns 30 on Friday , said: ?Most brides can?t wait to tell everyone about their engagement and wedding plans, but I had to keep everything quiet.

?It was very difficult, but the reaction from our family and friends was priceless.

?It made it a wedding to remember for everyone.?

Matt and Laura, from Bollington, Cheshire,? were childhood sweethearts who were reunited two years ago.

The idea for the surprise wedding was hatched on Valentine?s Day.

Graphic designer Matt, who was 30 in January, said: ?We wanted to have a 30th birthday party for Laura and had talked about getting married, so I came up with the idea of combining the two.

?We have both been married before so didn?t want a big fuss and build-up.

?She was well up for the idea.?

Matt?s best man Colin Taylor and bridesmaid Jenny Evans were? sworn to secrecy, alongside their parents, Marshall and Karen Beresford and Michael and Elaine Hatton.

Disaster almost struck when the registrar arrived at the same time as some of the guests but staff at the Tytherington Club, Macclesfield, swept her away.

Laura, a PA at drugs firm AstraZeneca, said: ?On the day it was like a military operation rather than a wedding.

Earplugs - These are small inserts that go into the outside ear canal. In order to be effective, they need to block the ear canal completely with a tight seal. There are many sizes and shapes that you can choose from to fit inside of your ear canal. Some of them are custom-made to fit into your individual ear. People who have issues keeping the earplugs in their ears can have them fitted to a headband.

Earmuffs - The earmuffs are made to fit over the entire ear to help form a seal that blocks air from coming in. An adjustable band works to hold them in place. They need to be fitted snugly to make sure the ear canal is blocked off.

When your earplugs or earmuffs are properly fitted into place they help to cut the level of sound by 15 to 30 decibels. Between the two different types of protection devices, they both have been proven to work just as well at reducing sound.

However, earplugs can give you better hearing protection for lower frequency noises, while earmuffs are better at protecting against any high frequency noises, such as an airplane taking off. For the sounds that are higher frequencies, try to think about the treble keys on a piano. Whereas, lower frequency sounds are more along the lines of the bass keys on the piano.

Using earplugs and earmuffs at the same time help to eliminate an additional ten decibels more than just using one of the hearing protection methods by themselves. Whenever you are in a situation that involves noise levels exceeding 105 decibels, you should consider the importance of using two forms of protection. It is imperative to understand that simply placing a cotton ball or tissue paper inside of the ear canal is only going to reduce the noise levels by seven decibels.

Excessive amounts of noise exposure could be the result of a live concert, as well as other venues where there are amplification devices being used. Damage sustained from music is just as permanent as many of the other means out there. Iran says to keep Hormuz open as long as it serves its interests

DUBAI (Reuters) - Iran will keep the vital Strait of Hormuz shipping lane open as long as the waterway served its interests, a military commander was on Monday quoted as saying.

Iranian politicians and officials have often said that Iran could block the strait - the neck of the Gulf through which 40 percent of the world's seaborne oil exports passes - in response to sanctions or military action.

Such a move would risk a military response from the United States and Foreign Minister Ali Akbar Salehi told Reuters in July that Iran was unlikely to follow through on the threat unless its own vessels were denied use of the strait.

"Iran's goal is for everyone in the world to use the Strait of Hormuz but as long as it does not harm Iran's interests and in that case our reaction would definitely be different," IRNA news agency quoted senior Revolutionary Guards commander Masoud Jazayeri as telling Iran's Arabic-language Al Alam television.

"Most military experts know that if Iran decides to close the Strait of Hormuz, no country or countries would be able to confront this move," he added, according to IRNA.

Experts say that a heavy Western naval presence in the Gulf and surrounding area is a big impediment to any attempt to block the waterway.

Israel and the United States have threatened military action against Iran unless it abandons nuclear activities which the West suspects are intended to develop nuclear weapons.

Tehran says its nuclear program is for peaceful purposes.

Colo. theater lacked security, unlike some peers

DENVER (AP) ? The Colorado movie theater complex that was the scene of a gunman's massacre this month didn't have any uniformed security guards on duty the night of the shooting, even though other theaters operated by the same company did provide such protection for the busy premiere of the Batman film "The Dark Knight Rises."

It's impossible to know whether guards ? often off-duty police officers ? at the Aurora Century 16 would have spotted the suspected gunman, James Holmes, and thwarted the attack that left 12 moviegoers dead and dozens wounded on July 20.

Officers hired as guards are generally armed and usually spend their time roaming the complex, checking bags or dealing with minor disputes.

Cinemark provided off-duty police guards at the Aurora theater on busy Friday and Saturday nights. As for other nights of the week, theater operators decide on a case-by-case basis whether to hire security, depending on the likelihood of trouble. The attack came early Friday, shortly after the midnight screening of the Batman film began.

Larry Lowak, whose son Brent was among the wounded, said security personnel on the scene possibly could have stopped the gunman, and he was dismayed to learn that guards weren't on hand.

"If you bring in security on Friday or Saturday, you sure as hell want to bring it in for this particular function," Lowak said.

Plano, Texas-based Cinemark, which operates the Aurora theater, declined to explain why guards weren't provided in Aurora that night and declined to discuss safety policies in general.

Through interviews with police officers and officials outside the theater company, The Associated Press was able to identify places around the country that did use armed security workers for the July 19-20 Batman showings ? including places like Beaumont, Texas; Lake Charles, La., and Tupelo, Miss.

Some other locations, including a Cinema Century 16 theater in the western Denver suburb of Lakewood, did not have security.

Aurora Police Chief Dan Oates has said that the Cinemark in Aurora normally uses off-duty officers to provide security on weekend nights but did not have any working for the July 19 showings that went into the next morning. The theater does not have an unusually high record of complaints or crimes, police Sgt. Cassidee Carlson said.

In Moosic, Pa., Cinemark has worked for years with off-duty officers from the local police department ? typically on Fridays and Saturdays ? and authorities said they were asked to provide two officers on July 19 because the midnight showing was likely to be a major event.

"If they're expecting large crowds, they call our department for additional police presence," said Moosic Borough Police Officer James Giehl.

Two major multiplexes in Amarillo, Texas, including one Cinemark facility, also ensured that off-duty uniformed police officers were present for the first screenings of the Batman film. Amarillo Police Cpl. Jerry Neufeld said that the off-duty officers work in pairs; the town's theaters made a point of asking for them on the busy opening night.

There were no incidents at the screenings, and Neufeld said he heard that people were, as always, happy to see people there to deal with any dangers.

"When they're there, they're visible, people see them and people come in and say, 'hey man, we're glad you're here,'" Neufeld said. "It gives people a sense of calm."

The Aurora shooting has stirred discussion about appropriate security precautions at gathering places commonly considered safe from the cares and worries of the outside world. Experts say that security at public venues has increased substantially over the past decade, but they also note that it's impossible to maintain perfect safety at all times.

Officials have said the Aurora shooting suspect bought a ticket to the midnight showing and went into the theater as part of the crowd. A federal law enforcement official said suspect Holmes is believed to have propped open an exit door in the theater as the movie was playing, donned protective ballistic gear, re-entered about a half-hour into the film and opened fire.

Aurora police said the suspect tossed two gas canisters into the crowd and had an AR-15 assault rifle, a shotgun, and two .40-caliber Glock handguns.

Some theaters have added security guards for all nights of the week since the shooting, and police departments around the country have also conducted extra patrols that focus to movie theaters, though it's not clear if those shifts will be permanent. AMC Theatres has barred people from wearing masks or bringing fake weapons inside its buildings.

Many theaters, including the Cinemark in Aurora, prohibit patrons from bringing in their concealed weapons they use for personal protection.

That irks people like Dudley Brown, executive director of Rocky Mountain Gun Owners, who said that he has refused to go to Aurora theater because of that ban.

"What could have stopped this is law-abiding citizens being allowed to carry," Brown insisted.

Lowak, the father of the shooting survivor, also said he believes people carrying concealed weapons might have helped limit the bloodshed.

But Hubert Williams, former head of the Newark police department and president of the Police Foundation, said that the idea that average citizens with guns could keep a theater safe only makes sense "on a piece of paper."

"Reality is much more complicated. What if you pull a gun out, take aim and someone else thinks you're the shooter?" he asked. "Would you stand up against an AR-15, AK-47 military-style assault weapon? Give me a break."

Three more Washington County wells tainted with gasoline

Town of Jackson - Three more private wells are contaminated with gasoline from a July 17 pipeline break north of Western Ave., bringing the total to seven, a state environmental official said Sunday.

Three additional wells were added to the list this weekend after tests of water samples found they contained levels of benzene exceeding the federal safe drinking water standard of 5 parts per billion, said Scott Ferguson, spills coordinator for the state Department of Natural Resources in Milwaukee.

Contractors for West Shore Pipe Line Co. of Arlington Heights, Ill., the pipeline owner, started installing water treatment systems at each of the seven polluted wells Saturday and the work continued Sunday, Ferguson said. In addition, West Shore is providing the seven families with bottled water.

An estimated 54,600 gallons of gasoline spilled out of a break in the pipeline around one-third mile north of Western Ave. on July 17. The pipeline crosses Western Ave. about midway between Maple Road and county Highway G.

Though the break was repaired within a few days, contractors have spent the last week digging up contaminated soil and trucking it off to a landfill for disposal.

The break occurred on the John and Susan Fenton property. Excavation of tainted soil on the Fenton farm and the adjacent Patrick and Sally McComis property was completed Saturday. The Fenton and McComis wells are among those contaminated with gasoline.

A wide pit straddling the two property lines was being filled Sunday with clean soil, Ferguson said.
