PHNOM PENH--The Association of Southeast Asian Nations has managed to revive negotiations with Beijing aimed at creating a code of conduct for the South China Sea, Asean Secretary General Surin Pitsuwan said Saturday.
In an interview on the sidelines of meetings in Phnom Penh, Dr. Pitsuwan said he believes there is a "momentum of goodwill" toward tackling disputes in the waters.
