Why Some People Love Horror Movies While Others Hate ThemSome people can?t get enough of scary movies. They?ve seen scores of scary films ? over and over. They catch horror flicks on opening night. They have DVD collections at home.

Personally, I wouldn?t be caught dead watching a scary movie. They freak me out, leaving me unsettled for days ? the images a record player in my mind. In fact, I have a hard enough time sitting through the scarier scenes of ?Sons of Anarchy.? (I watch it with my boyfriend, and sometimes need to leave the room.)

With Halloween upon us ? the prime season for horror films ? I was curious to find out why some people savor scary movies. And others, like me, can?t stand them.

The Excitation Transfer Process

According to Glenn Sparks, Ph.D, a professor and associate head of the Brian Lamb School of Communication at Purdue University, one reason for the appeal is how you feel after the movie. This is called the excitation transfer process. Sparks?s research found that when people watch frightening films, their heart rate, blood pressure and respiration increases.

After the film is over, this physiological arousal lingers, Sparks said. (We?re just not aware of it.) That means that any positive emotions you experience ? like having fun with friends ? are intensified, he said. Instead of focusing on the fright you felt during the film, you recall having a great time. And you?ll want to come back for more, he said.

However, if your experience was negative, you might not. For instance, let?s say you were on a date that wasn?t going well or you got into a car accident on your way home, Sparks said. Again, because your lingering arousal heightens any emotions you experience, the negative feelings might sway you to skip a scary flick in the future.

Different Wiring

Some people are simply wired to enjoy high levels of physiological arousal, Sparks said. According to the literature, he said, about 10 percent of the population enjoys the adrenaline rush. (Not surprisingly, these individuals also love rollercoasters. Not surprisingly, I do not.)

Similarly, wiring may explain why others hate scary movies. Specifically, some individuals have a harder time screening out unwanted stimuli in their environment, Sparks said. For instance, they might be hypersensitive to the temperature in a room or the tag on their shirt. These same individuals are more likely to have intense physiological reactions to horror films.

Novelty

Some people turn to scary movies because they?re novel. All of us are wired to pay attention to anomalies in our environment, Sparks said. Since danger disrupts routine, curiosity about change is important for survival. Sparks equated the pull of frightening films to stopping at the scene of a gory accident: ?You don?t see that every day,? he said.

Something else you don?t see are the visual effects, which tend to be fantastic, he said. Some people get enamored with effects and like to figure them out, said Joanne Cantor, Ph.D, Professor Emerita and Outreach Director at the Center for Communication Research at the University of Wisconsin-Madison.

Still, negative emotions can trump novelty, Sparks said. If we experience high levels of fright, seeing a scary movie just isn?t worth it. ?Negative emotions are stored in the amygdala [which] in contrast to positive emotions are particularly resistant to being extinguished,? Sparks said.

Individuals might ?suffer lingering emotional fallout if something in the environment reminds them of a scene,? he said. After seeing ?Jaws,? some people stopped swimming in the ocean and felt eerie about lakes and pools, Cantor said.

Others might avoid films that come too close to home. Students have told Sparks they avoid films featuring a terrorized babysitter because they babysit.

Gender Socialization

Research suggests that more men enjoy scary movies. This might be because men are socialized to be brave and enjoy threatening things, Sparks said. Men may derive social gratification from not letting a scary film bother them, Sparks said. It?s the idea of mastering something threatening, he said.

?Men often like [scary films] as date movies because women are more likely to seek physical closeness when they?re scared, and men can show off their strength and bravery,? Cantor said. (This is aptly called ?the cuddle effect.?)

In one study males liked a horror movie more when they saw it with a female who was scared, and females liked the movie more when they saw it with a male who wasn?t scared.

Other Reasons

Some people may like scary movies because they enjoy the adrenaline rush of being scared while being safe, Cantor said. ?Some people like anything that gets their minds off their own problems,? she said.

Individuals who are highly empathetic may not like scary movies, she said.

Kids & Scary Movies

Parents need to be especially careful about what their kids watch, according to both experts. Cantor?s research found that college students who watched scary movies or shows before 14 years old had trouble sleeping and felt anxious about typically safe activities or stopped engaging in them altogether. ?Until the age of 5 to 7, seeing is believing,? said Cantor, who wrote the book Teddy?s TV Troubles specifically for calming down kids after they?ve been scared by the media.

Even if it?s make-believe, she said, it?s still scary for young kids. For older kids, realistic threats, such as kidnappings and child molestation, are scary, she said. Teens, like adults, are more scared over abstract threats, such as disease and the supernatural, she said.

?Parents need to pay attention to how their children react to movies before deciding if a particular show is right for them. Intense fright reactions are much easier to prevent than to undo,? Cantor said.

New technique connects multi-walled carbon nanotubes

ScienceDaily (Oct. 29, 2012) ? Using a new method for precisely controlling the deposition of carbon, researchers have demonstrated a technique for connecting multi-walled carbon nanotubes to the metallic pads of integrated circuits without the high interface resistance produced by traditional fabrication techniques.

Based on electron beam-induced deposition (EBID), the work is believed to be the first to connect multiple shells of a multi-walled carbon nanotube to metal terminals on a semiconducting substrate, which is relevant to integrated circuit fabrication. Using this three-dimensional fabrication technique, researchers at the Georgia Institute of Technology developed graphitic nanojoints on both ends of the multi-walled carbon nanotubes, which yielded a 10-fold decrease in resistivity in its connection to metal junctions.

The technique could facilitate the integration of carbon nanotubes as interconnects in next-generation integrated circuits that use both silicon and carbon components. The research was supported by the Semiconductor Research Corporation, and in its early stages, by the National Science Foundation. The work was reported online October 4, 2012, by the journal IEEE Transactions on Nanotechnology.

"For the first time, we have established connections to multiple shells of carbon nanotubes with a technique that is amenable to integration with conventional integrated circuit microfabrication processes," said Andrei Fedorov, a professor in the George W. Woodruff School of Mechanical Engineering at Georgia Tech. "Connecting to multiple shells allows us to dramatically reduce the resistance and move to the next level of device performance."

In developing the new technique, the researchers relied on modeling to guide their process parameters. To make it scalable for manufacturing, they also worked toward technologies for isolating and aligning individual carbon nanotubes between the metal terminals on a silicon substrate, and for examining the properties of the resulting structures. The researchers believe the technique could also be used to connect multi-layered graphene to metal contacts, though their published research has so far focused on carbon nanotubes.

The low-temperature EBID process takes place in a scanning electron microscope (SEM) system modified for material deposition. The SEM's vacuum chamber is altered to introduce precursors of the materials that researchers would like to deposit. The electron gun normally used for imaging of nanostructures is instead used to generate low energy secondary electrons when the high energy primary electrons impinge on the substrate at carefully chosen locations. When the secondary electrons interact with hydrocarbon precursor molecules introduced into the SEM chamber, carbon is deposited in desired locations.

Unique to the EBID process, the deposited carbon makes a strong, chemically-bonded connection to the ends of the carbon nanotubes, unlike the weakly-coupled physical interface made in traditional techniques based on metal evaporation. Prior to deposition, the ends of the nanotubes are opened using an etching process, so the deposited carbon grows into the open end of the nanotube to electronically connect multiple shells. Thermal annealing of the carbon after deposition converts it to a crystalline graphitic form that significantly improves electrical conductivity.

"Atom-by-atom, we can build the connection where the electron beam strikes right near the open end of the carbon nanotubes," Fedorov explained. "The highest rate of deposition occurs where the concentration of precursor is high and there are a lot of secondary electrons. This provides a nanoscale sculpturing tool with three-dimensional control for connecting the open ends of carbon nanotubes on any desired substrate."

Multi-walled carbon nanotubes offer the promise of higher information delivery throughput for certain interconnects used in electronic devices. Researchers have envisioned a future generation of hybrid devices based on traditional integrated circuits but using interconnects based on carbon nanotubes.

Until now, however, resistance at the connections between the carbon structures and conventional silicon electronics has been too high to make the devices practical.

"The big challenge in this field is to make a connection not just to a single shell of a carbon nanotube," said Fedorov. "If only the outer wall of a carbon nanotube is connected, you really don't gain much because most of the transmission channel is under-utilized or not utilized at all."

The technique developed by Fedorov and his collaborators produces record low resistivity at the connection between the carbon nanotube and the metal pad. The researchers have measured resistance as low as approximately 100 Ohms -- a factor of ten lower than the best that had been measured with other connection techniques.

"This technique gives us many new opportunities to go forward with integrating these carbon nanostructures into conventional devices," he said. "Because it is carbon, this interface has an advantage because its properties are similar to those of the carbon nanotubes to which they are providing a connection."

The researchers don't know exactly how many of the carbon nanotube shells are connected, but based on resistance measurements, they believe at least 10 of the approximately 30 conducting shells are contributing to electrical conduction.

However, handling carbon nanotubes poses a significant challenge to their use as interconnects. When formed through the electric arc technique, for example, carbon nanotubes are produced as a tangle of structures with varying lengths and properties, some with mechanical defects. Techniques have been developed to separate out single nanotubes, and to open their ends.

Fedorov and his collaborators -- current and former graduate students Songkil Kim, Dhaval Kulkarni, Konrad Rykaczewski and Mathias Henry, along with Georgia Tech professor Vladimir Tsukruk -- developed a method for aligning the multi-walled nanotubes across electronic contacts using focused electrical fields in combination with a substrate template created through electron beam lithography. The process has a significantly improved yield of properly aligned carbon nanotubes, with a potential for scalability over a large chip area.

Once the nanotubes are placed into their positions, the carbon is deposited using the EBID process, followed by graphitization. The phase transformation in the carbon interface is monitored using Raman spectroscopy to ensure that the material is transformed into its optimal nanocrystalline graphite state.

"Only by making advances in each of these areas can we achieve this technological advance, which is an enabling technology for nanoelectronics based on carbon materials," he said. "This is really a critical step for making many different kinds of devices using carbon nanotubes or graphene."

Before the new technique can be used on a large scale, researchers will have to improve their technique for aligning carbon nanotubes and develop EBID systems able to deposit connectors on multiple devices simultaneously. Advances in parallel electron beam systems may provide a way to mass-produce the connections, Fedorov said.

"A major amount of work remains to be done in this area, but we believe this is possible if industry becomes interested," he noted. "There are applications where integrating carbon nanotubes into circuits could be very attractive."

How To Go From A Retail Job To Apple HQ - Business Insider

One complaint?among many?that Apple's retail workers have is that the job is basically a dead end: Besides advancing in the retail ranks, there's little hope of landing a job at Apple headquarters helping build the products you sell.

We just found one dramatic exception. His name is Ray Fernando Jr.

His LinkedIn profile makes it pretty obvious how he did it. First, Fernando picked the right store to work in: Apple's Palo Alto flagship. It's not the closest to Apple's Cupertino campus, but Steve Jobs lived in Palo Alto, and current CEO Tim Cook still does.

In that store, Fernando became the "go-to person for Apple execs, VIP customers, celebrities, and high priority customer service issues, including the Jobs family, Ron Johnson, Scott Forstall?s parents, Guy Kawasaki, and more."

Ron Johnson is Apple's former retail chief, and Guy Kawasaki is a high-profile author and investor who worked at Apple in the early days. Scott Forstall, of course, is the executive whom Cook just dramatically ousted.

There's one other connection Fernando cultivated: He worked for two years at Big Fun Disc Jockeys, a Bay Area company which provides DJs for wedding and other events. Henry Kim, an Apple developer, owns the firm, and an Apple sales trainer, Paul Burchfield, also works as a DJ there.

While at the Apple Store, Fernando also coded inventory and communication systems to make operations more efficient, so he's clearly got technical chops.

In April, he started working at Apple HQ as an iOS sync quality-assurance engineer.

Background

Empresas La Polar S.A is the fourth largest Chilean retail company in terms of number of locations, with 42 stores in Chile and 4 stores in Colombia. The company was founded in 1920 and went public in 2003.

The Latin American retail markets are divided into ?traditional? and ?modern? retail. Traditional retail chains include the classic ?moms & pops? as well as the informal sector. Modern retail refers to supermarket chains, department stores and homecenters; and their market penetration varies by country. Chile is the economy with the highest modern retail penetration in Latin America (most players are fully integrated, owning the three basic retail concepts). The main reason for these players to achieve this higher penetration has been the use of consumer financing. Chilean retailers are one of the Latin American pioneers in bundling consumer finance with modern retail. These firms rely on their financing subsidiaries to boost retail sales and most importantly gain additional revenues through interest earned on their proprietary credit cards and consumer loans. This practice gave rise to a huge conflict of interest, which if not properly managed, could lead to severe consequences (i.e. providing credit to low income consumers who could not afford it).???????????

On 1999 La Polar was bought by the PE firm Southern Cross, and decided to change La Polar strategy targeting the low and middle income sectors by initially offering ?lower name? brands at affordable prices as well as initiating its consumer financing business segment. ?From 2003 to 2008 La Polar outperformed its peers, resulting in a significant ?market share growth and a constant stock price increase. This ?led to lower funding costs, allowing the company to further expand its business to lower income sectors. In addition, in 2009 La Polar?s CEO was elected the ?executive of the decade? by its peers.

Situation

As the economic crisis was damaging the Chilean Economy in 2011, many analysts were concerned about La Polar?s credit risk and their clients? ability to pay their debt. On the other hand, company executives declared the situation was stable and they were not experiencing relevant decreases in the quality of their portfolio.

But this was eventually proven to be false. The company?s executives managed a way to show a healthy and current portfolio under the accounting standards, hiding the increasing defaulted accounts from their credit portfolio. The company unilaterally renegotiated more than 400,000 accounts by extending lines of credit, and restructured their dates of payment. PriceWaterhouseCoopers as auditor of the company approved the financial statements as adhering to the current accounting standards. At this moment, both PwC and La Polar?s executives were selling their stock positions in La Polar through the stock market.

Once the situation went public and became a scandal, La Polar announced a deep credit department restructure.

Aftermath

After the company?s announcement, La Polar?s stock price declined by more than 80% and the yield on its 2016 bonds increased from 3.8% to 37.6%. To avoid bankruptcy and finance working capital the shareholders of the company approved a share issuance plan that raised US$200 million. Some of the larger investors in La Polar were the private pension funds from Chile, reason why this scandal and decrease in stock value had a direct impact in the pensions of millions of Chileans.

Up to date, 18 former La Polar executives, including 11 senior officials, have been charged by the SVS (Chilean Securities and Insurance Supervisor) with providing false information regarding the financial situation of the company to the SVS and to the market in general. La Polar executives have also been charged with failing to abide by due diligence and inappropriate use of privileged information. Moreover, the majority of the members of the board and senior managers has been fired or tendered their resignations.

Furthermore, PwC has also been charged for selling shares of La Polar, while knowing about the company?s financial problems.

In addition, Sernac (Chilean government?s consumer defense agency) filed a class-action suit against La Polar for unilaterally refinancing customers? debt. La Polar has agreed to compensate all customers that were affected by the unilateral renegotiations by paying a total amount of $651 million.

After this scandal, La Polar has changed the members of its Board of Directors and senior management. These new executives are trying to regain its business by changing their image, attracting new customers and taking advantage of its retail business in Colombia (higher growth market).

Thoughts

There are few doubts that the management of La Polar engaged in illegal actions by unilaterally refinancing their delinquent accounts and providing false information to the public. Thus, one of the big questions that have to be raised is how effective are the current rules for disclosure of information worldwide. Current requirements are focused on specific accounting rules that can be met strictly by applying IFRS or US GAAP, but the useful disclosure of information for investors sometimes deviates from these standards.

La Polar was able to easily reclassify its ?delinquent accounts? as ?current? in accordance with accounting principles, just by extending credit limits and renegotiating those accounts. According to the accounting rules, those accounts were not ?delinquent? anymore, and no write-off or special disclosure was required for these cases. This was further approved by PwC, which as an auditor, focused on the correct application of the accounting rules. Thus, it is clear that La Polar investors were not able to assess the company?s financial problems. There was no disclosure of relevant information for the investors.

This is not a particular case of the emerging markets, as similar cases have been seen in Enron, WorldCom, Sunbeam, Tyco and many others throughout the last decade in different countries. Enron was able to hide relevant information to its investors by using SPV?s and still apply current accounting standards. It is not clear that the accounting standards are strictly related to the relevant disclosure of information for shareholders; thus, further reforms have to be taken to demand disclosure of information focused on principles and duties of the senior executives in the company, in addition to accounting rules, in search for a broader scope.

The second question relates to the role of the board of directors. Public companies are run to maximize shareholder value but are not actually run by the shareholders themselves. The essence of good corporate governance is to let an effective board of directors run the company and maximize shareholder value. The board is responsible for policymaking, while management is responsible for day-to-day running of the business. The extent to which the board is accountable for unauthorized management actions is questionable. In La Polar, board members have been accused of failing in their legal duties and thus held liable for the actions of managers, even when these actions were unauthorized. Board members claim they were provided with irregular, false and incomplete information. ?

According to US law, the role of the Board of Directors is to safeguard shareholder interests. In the Enron case, the Board of Directors was accused of fiduciary failure as members knowingly allowed Enron to engage in high risk and fraudulent accounting practices. However, in La Polar case, the Board of Directors was unaware of the practices held by management and even more, had not authorized such policies. Is the board then just in place to provide oversight and not become involved in day-to-day operations? Should a board be held liable for prohibited management actions? Should members be responsible even if management provided inaccurate information and did not disclose their fraudulent practices??

Romney turns rally into a ?storm relief event?

GOP presidential candidate Mitt Romney (Justin Sullivan/Getty Images)KETTERING, Ohio?There was no Kid Rock playing on the loudspeakers, and the campaign signs were gone, replaced by a giant American flag. But Mitt Romney's "storm relief event" held at a local athletic complex here still had some of the trappings of a regular campaign rally, from the biographical Romney video to the woman in the crowd who wore a shirt that read, "Obama, You're Fired."

It also featured the same celebrity guests, including Randy Owen, the lead singer of the country group Alabama, who performed after Romney spoke.

But the Republican nominee still tried to cast a nonpolitical tone, scrapping his usual stump speech in favor of remarks about those "suffering" and "hurting" in the aftermath of Hurricane Sandy.

"You can't always solve all the problems yourself, but you can make the difference in the life of one or two people as a result of one or two people making an effort," Romney said as he stood on a plastic equipment box in front of hundreds of stacked cans.

Romney's event here had been scheduled to be a "victory rally." But on Monday, his campaign announced he would cancel his political events on Tuesday out of respect for those affected by the storm.

Speaking to voters here, the former Massachusetts governor recalled a story from high school from when he and others were tasked with cleaning up the school's football field that was littered in the aftermath of a celebration

"There were just a few of us. And the person who was responsible for organizing the effort said, 'Just line up along the yard lines,'" Romney said. "And so today, we are cleaning one lane, if you will.? We're able to gather some goods for some people that are in our lane. We're going to help them."

After speaking for about five minutes, Romney spent about a half-hour helping supporters pack up cans in boxes to send to the storm zone. The GOP nominee won't campaign for the rest of the day, but he will fly to Florida, where he is scheduled to return to campaigning Wednesday.

According to his campaign, Romney will hold rallies in Tampa, Coral Gables and Jacksonville, even as President Barack Obama spends another day off the campaign trail overseeing the administration's response to the storm.

Insights into a new therapy for a rare form of cystic fibrosis

Scientists at the Hospital for Sick Children in Toronto have established that a drug recently approved by the U.S. Food and Drug Administration to treat a rare form of cystic fibrosis works in an unconventional way. Their results reveal new possibilities for treating various forms of cystic fibrosis.

Cystic fibrosis is an inherited disease afflicting about 70,000 people around the world. Cystic fibrosis patients carry a defective gene that disables or destroys its protein product, which normally regulates the transport of ions across cell borders. When that transport is disrupted, the viscosity of the mucus coating certain organs becomes too thick. A characteristic feature of the disease is thick mucus buildup in the air passages, which causes difficulty breathing and recurring infections.

Bear's group determined how VX-770 works after developing a new experimental system that may have potential for discovering drugs that target the basic defects caused by CFTR mutations, Bear says. The system is useful for identifying compounds that interact with rare mutations such as G551D as well as the major CFTR mutant F508del, she said.

Town of Harrietstown officials got an update Thursday on the ongoing construction of a network of mountain biking trails at the town-owned Dewey Mountain Recreation Area.

"The good news is we've built a lot of trail," Chris Gosling of the Barkeater Trails Alliance, or BETA, told the town board. "We've had a lot of great volunteer work days, and we've had a great season."

Gosling gave the board a color-coded map that showed the trails that have already been built, ones that are currently being developed and trails planned in the future. BETA member Leigh Walrath said there are now about 5 miles of mountain biking trails at Dewey, with plans to hopefully build another 2 to 3 miles.

Gosling said he's already seeing signs that Dewey is becoming a popular mountain biking spot.

US stock markets to reopen Wednesday after storm

REUTERS - Major U.S. stock exchanges expect to reopen on Wednesday after Sandy, the worst storm to hit New York in nearly 75 years, closed trading for two days.

NYSE Euronext said the New York Stock Exchange would open as usual, although it was prepared to switch to fully electronic trading if necessary. Nasdaq OMX's Nasdaq Stock Market was also to be operating on Wednesday, as were BATS and Direct Edge Exchanges.

"We have a green light," the chief operating officer of NYSE Euronext, Larry Leibowitz, said in an interview.

All of the U.S. stock market operators took part in coordinated testing on Tuesday for trading on NYSE's backup system, should it need to be used. The exercise was also aimed at allowing member trading firms, many of which are operating on backup systems themselves due to complications from the storm, an opportunity to make sure they are ready for Wednesday.

At least 30 people were killed and millions have been left without power after Sandy slammed into the East Coast on Monday. The storm shut down most businesses in Manhattan and caused a rare flooding of the subway tunnels, which is expected to keep the system closed for several days.

U.S. exchanges originally had planned to open markets on Monday, but they eventually responded to pressure from firms worried about employee safety, as well as the inability to see markets function effectively at light staffing. It was the first time in 27 years that exchanges closed because of bad weather.

Banks, brokers and others conferred for hours on Tuesday about the feasibility of resuming trade. The storm was expected to result in tens of millions of dollars a day in lost revenue for exchanges and banks, analysts said.

After two days of closure that occurred during the busy corporate earnings season and at the end of the fiscal year for certain funds, trading is likely to be volatile.

"At least in the early trade I expect an overreaction regardless of the direction. I expect to see a lot of volume at least in the first hour," said Art Hogan, managing director of Lazard Capital Markets in New York.

The NYSE, which accounts for about a quarter of U.S. stock market trading volume, tested the possibility of routing trades through its electronic platform, Leibowitz said. Under normal conditions it handles about half its volume through its trading floor at 11 Wall Street, where traders and specialists buy and sell stocks in person.

Many of NYSE's member trading firms including the top 25, which make up more than 90 percent of volume on the exchange, took part in the tests, Leibowitz said.

"Tomorrow will not be without hiccups, but will be good enough that the market will be fine," he said.

The NYSE had said on Sunday afternoon it planned to close its trading floor and to move all trading to its electronic market. It backtracked on that idea after traders and regulators expressed concern - given the difficulties and low staffing levels due to the storm - about moving everything to the all-electronic venue, a plan tested on March 31 but never used live.

An industrywide testing session was held in the morning. Rival exchange Nasdaq also conducted its own tests, as did BATS, the No. 3 U.S. equities exchange.

There were some issues at the beginning of the BATS tests, mostly related to members having trouble getting into Manhattan due to flooding and transportation problems, but those issues were resolved by midday, said Chris Isaacson, BATS' COO.

"The majority of our members connected today," he said.

The industry also tested things like volatility trading pauses to handle any abnormal volatility in securities, including NYSE-listed securities, he said.

"I expect normal trading tomorrow," said Isaacson.

Bond markets were also closed on Tuesday. Financial industry trade group SIFMA said it is recommending the market reopen on Wednesday.

September 2001 was the last extended period of time that exchanges closed. The New York Stock Exchange and the Nasdaq closed on September 11, a Tuesday, after the World Trade Center attacks and did not reopen until six days later, on September 17, the following Monday.

"It would be unprecedented to have three days of closure from a weather-related emergency, and the greater point is that American markets do not want to be perceived as anything other than reliable," said Mike Shea, managing partner and trader at Direct Access Partners LLC in New York.

"That's really the issue. An emergency like September 11 was different."

Kenneth Polcari, long-time floor trader at the NYSE, said he was still waiting to hear how the exchange would get the direct market-makers - the specialists who facilitate buy and sell orders - to the floor.

"If they aren't there and they still trade, then there is no reason for them to have those guys at all," he said.

Leibowitz said there was no plan to end floor trading at NYSE. "We think there is a role for people and judgment and responsibility. Just because you can run with technology alone doesn't mean it's the best way to run."

Recent high-profile technical snafus like the glitch that prevented BATS' market debut on its own exchange, Facebook's botched IPO on Nasdaq, and Knight Capital Group's near-fatal trading glitch have increased scrutiny of electronic trading. Nasdaq, BATS and Direct Edge are fully electronic.

MANY BANKS OPENING, SLOWLY

Plans to resume trading will be complicated by the lingering effect of the storm on New York. Sandy brought a record storm surge that flooded subway tunnels, and subway service is not likely to resume for four to five days, Mayor Michael Bloomberg said on Tuesday.

JPMorgan Chase & Co , the largest U.S. bank, expects many employees will be able to return to buildings starting on Wednesday, according to an internal memo obtained by Reuters.

One of Citigroup's main investment banking buildings, at 388 Greenwich Street in Manhattan near the Hudson River, had minor flooding, and was without power, an internal memo said. A smaller Citigroup building also by the Hudson River was running on a generator. The bank expects both to be accessible within two days.

Goldman Sachs Group Inc's offices in Lower Manhattan and Jersey City, New Jersey, on opposite sides of the Hudson River, were not open on Tuesday, and by early afternoon the bank was still not sure whether they would open on Wednesday, after sustaining minor amounts of flooding.

Morgan Stanley , whose headquarters is in the less-affected Times Square area, said it expects to be open for business and functioning when U.S. markets open.

Both banks had other offices open for employees to work from outside New York City through the hurricane, as well as remote access for many of their staff.

POTENTIAL FOR VOLATILITY

When markets do open Wednesday, it could come with a burst of volatility after a two-day shutdown in the middle of earnings season and just days before the November 6 U.S. presidential election. Undoubtedly, some investors will try to game out what sectors and stocks will be helped or hindered by the storm, but the broader economic effect should be limited.

"You have earnings, a heavy economic data calendar, the election cycle, it's a catalyst-rich market sitting idle for a few days and there could be an unusual reaction. We have to get through the first hour and see where the chips fall after that," said Hogan at Lazard Capital.

Some companies, including Pfizer Inc , the largest U.S. drug maker, delayed the release of results until the storm passed, but others released theirs on schedule.

Tim Ralph, a money manager at Biltmore Capital in Princeton, New Jersey, said utilities and casino companies will take financial hits from the storm, noting in particular the level of overtime that the utilities will be paying out as they deal with downed lines and power outages.

He expects shares of Verizon , Comcast and Consolidated Edison to fall sharply once trading resumes.

Brian Gendreau, market strategist with Cetera Financial Group, said markets tend to rebound to their previous levels within five days after natural disasters.

"The U.S. is a very big economy, and while the magnitude of this storm could be in the billions it's actually very small in relation to GDP," he said.

Because Wednesday is also the end of the fiscal year for some mutual funds, there could be some volatility in markets as mutual funds sell underperformers by the end of trading on that day in order to avoid taxes on some of their portfolio gains.

Eric Marshall, who co-manages five mutual funds at Hodges Capital in Dallas, said his firm is moving all of the selling it had planned to do Monday and Tuesday to Wednesday.

"This is going to drive volatility on top of what we're already expecting from the aftermath of the storm," he said. Navy commander sent home amid investigation

SAN DIEGO -- A local Navy commander is returning to his home port in Washington state midway through his deployment following an investigation into undisclosed allegations of inappropriate judgment, Navy officials confirmed.

The commander in question is Rear Adm. Charles Gaouette, commander of the San Diego-based USS Mobile Bay and two North Island-based helicopter squadrons that are deployed with the Stennis Strike Group.


The Stennis Strike Group entered the Middle East area of operations less than 10 days ago, but is now left without commanding officer Gauette.

Navy officials said the admiral is being sent home to Bremerton, Wash., pending an investigation, but officials are not saying exactly what the investigation or allegations entail.

However, the Navy said Gaouette is not being formally relieved of command.

Retired Navy Capt. Neal Zerbe ? who served for more than 20 years ? told NBC 7 that this type of move by the Navy is highly unusual.

?The particular commander being relieved, and you know translating that to just moving him back to a continental U.S. base while the investigation continues, is unlike anything I've ever seen before,? said Zerbe.

It's unusual for the Navy to replace a Strike Group Commander mid-deployment and Zerbe said it?s important to note how the Navy?s statement about Gaouette is worded.

"If there are improprieties or if there are bad errors in judgment for something that happened in an operational situation -- you usually see wording to that effect," added Zerbe.

?The Stennis Strike Group deployed in late August and made two port visits on its way to the Middle East. Zerbe said that leadership is important, but he has full confidence the Strike Group will carry out its mission ? no matter what.

"This is at a very senior level. The guys that are delivering the bombs on target and supporting the guys in the field in contact, they're ready to go. They've got no issues; it's transparent at their level," he said.

An admiral who commanded the Abraham Lincoln Strike Group will assume command until the matter regarding Gaouette is resolved. Gaouette's chief of staff will be leading the Strike Group until his arrival.

Step forward with one foot and keep a bend in your knees.
Slowly press your arms forward and up (on an incline) at about a 45 degree angle with a tight squeeze in your chest.
Repeat 10-20 times and do 3-5 sets (beginners do 1-2 sets).

Decline Chest Press
Wrap the center of the band around a stable object (pole, bedpost) in a position above your shoulders. Face away from the object.
Grab both handles of the band with your palms facing down. Keep the band on the inside of your arms.
Step forward with one foot and keep a bend in your knees.
Press your arms forward and down (on a decline) with a tight squeeze in your chest.
Repeat 10-20 times and do 3-5 sets (beginners do 1-2 sets).

Chest Fly
Wrap the center of the band around a stable object. Face away from the object. The center should be at shoulder level.
Grab both handles of the band with your palms facing each other (perpendicular to the floor).
Keep your arms open with a bend in your elbow. Your arms should be slightly lower than shoulder height.
Bring your arms and palms toward each other like your hugging a barrel. Make sure you squeeze your chest as you do this.
Repeat 10-20 times and do 3-5 sets (beginners do 1-2 sets).

New Syria fighting despite UN-backed truce

BEIRUT (AP) ? Syrian troops shelled rebellious suburbs of Damascus and clashed with rebel fighters in several other areas of the country Sunday, the third day of what was meant to be a four-day holiday truce, activists said.

A U.N-backed truce declared for the Muslim holiday of Eid al-Adha has so far failed to take hold, with fighting reported from the start. Activists said more than 150 people were killed Friday, the start of the holiday, and more than 120 people on the second day, on par with previous daily casualty tolls.

The cease-fire was seen as a long shot. The international mediator in Syria, Lakhdar Brahimi, failed to get firm commitments from all combatants. At least one rebel-linked radical Islamic group, Jabhat al-Nusra, rejected the truce outright.

The truce was called as the two sides were battling over strategic targets in a largely deadlocked civil war. This includes a military base near a main north-south highway, the main supply route to Aleppo, Syria's largest city, where regime forces and rebels have been fighting house-to-house. It appears each side feared the other could exploit a lull to improve its positions.

With the unraveling of the cease-fire, it's unclear what the international community can do next. The holiday truce marked its first attempt in six months to reduce the bloodshed in Syria, where activists say more than 35,000 people have been killed in 19 months.

Brahimi has not said what would follow a cease-fire. Talks between Assad and the Syrian opposition on a peaceful transition are blocked, since the Syrian leader's opponents say they will not negotiate unless he resigns, a step he has refused to take.

In renewed fighting Sunday, regime troops shelled the eastern Damascus suburbs of Arbeen, Harasta and Zamalka to try to drive out rebels there, according to the Britain-based Syrian Observatory for Human Rights, which compiles information from activists in Syria.

Another activist group, the Local Coordination Committees, said regime forces shelled Arbeen and Harasta, adding that eight people were killed Sunday in Damascus and its suburbs.

Both groups also reported regime airstrikes in the area. However, amateur video posted online Sunda appeared ambiguous. One video showed two huge clouds of smoke rising from what was said to be Arbeen, and the sound of an airplane could be heard in the background. However, it was not clear whether the video showed the aftermath of shelling or an airstrike.

The video appeared consistent with Associated Press reporting in the area.

In Douma, another Damascus suburb, rebels wrested three positions from regime forces, including an unfinished high-rise building that had been used by regime snipers, according to the Observatory and Mohammed Saeed, a local activist.

Fighting was also reported near Maaret al-Numan, a town along the Aleppo-Damascus highway rebels had seized earlier this month. Opposition fighters have also besieged a nearby military base and repeatedly attacked government supply convoys heading there.

The Syrian government has accused the rebels of violating the cease-fire from the start. The state-run news agency SANA said opposition fighters carried out attacks in a number of areas, including in Aleppo and the eastern town of Deir el-Zour.
